Today my sentiments are going to be completely unorthodox. They are going to be different from what I stand for. I sympathise with the Government. Many at times, courts issue orders but we know that this government operates in a very strict budget. Therefore, I put myself in the shoes of the Principal Secretary who has been ordered to make payment by a court yet he does not have a line item in the budget.
