It is, therefore, the business of this House to appropriate such funds as are not in excess of 0.3 per cent of the national revenue. It means that it is you who have failed to do what you are required to do. You can only now begin another process of ensuring that you comply with this judgement. Obviously, as you know, Article 122 exonerates me because I have no vote. Hon. Oluoch, you have done well to bring this to the attention of the House. You must begin the conversation as to how and when it is that you propose to begin complying with this judgement. Let us have Hon. John Mbadi."}
