Speaker. I want to repeat myself and say very clearly that all Kenyans are equal. That is envisaged and grounded within the Constitution. All Kenyans should have equal access to the resources of this country. That is in the Constitution. If you read your Bill of Rights you will see that every Kenyan is entitled to water in sufficient quantities. The issue I am talking about is if you look at those disparities - even taking into account that the different regions of this country may be dispersed - this is not the only amount of money that is being allocated to those counties. There is money which is allocated through the Equalisation Fund which goes to the counties which always say that they are marginalised. There are development grants that go in there. There are a lot of Non-Governmental Organisations (NGO) which put money in there. At some point, we are not using the right formula. We are only closed to look at historical issues but not the current issues. For example, look at Turkana County. How much money has been poured in that county for the last eight years? It is over 80 billion. Can you see that development when you go to Turkana? If you go to Mandera County, can you see the development that has been done with Kshs80 billion for the last eight years?"}
