It has become a trend that pending bills are sort to be paid somewhere else. I do not think that is right. That should be looked into. At the same time, we have to look at the disbursement of the resources that we give to our counties. As much as we caution them, we also have to realise that they get their monies very late and then get these bills. That also needs to be looked into.
