We have ended up panel-beating the County Governments Act in so many respects that, in fact, sometimes I think we should audit the County Governments Act entirely. The reason why I am saying so is that, recently, two courts ruled that there is no position of a Deputy Speaker in the County Governments Act yet Deputy Speakers have been sitting in the county assemblies for the last six years. The same way that we have a Deputy Speaker here, you wonder; when the court was ruling that the Constitution and the County Governments Act do not envision a Deputy Speaker, was that person familiar with law making? Who is supposed to chair the Committee of the Whole and report to the plenary in the absence of a Deputy Speaker? Some of these issues have called us, as Senate, to audit this Bill and the County Governments Act."}
