I beg to second this Motion, that this House adopts the Report of the Departmental Committee on Defence and Foreign Relations on the Procurement, Disposal and Construction of Properties of Kenyaâs Diplomatic Missions in Egypt, Japan, Nigeria, Belgium and Pakistan laid on the Table of the House on Tuesday, 12th October, 2010. I wish to prove to this House - from what the Committee did - ten reasons why, in particular, the Tokyo transaction was unusual, irregular, fraudulent and outright theft. I would also like to bring out issues that were brought up by the Controller and Auditor- General in his 2008/2009 Report. At the same time, I would also like to deal with the issue of the Report done by the Internal Audit Department, Office of the Deputy Prime Minister and Ministry of Finance."}
