It can be a commissioner or a member of staff of the IEBC. These ad hoc committees are for cities, municipalities and market centres. So, we need to give clarity that the representative shall not be a member of the Commission as stipulated in the Constitution. If it is a member of the Commission, then this will be an illegality because the Constitution says that a member of the IEBC shall not hold another public office. So, we need to be very clear on who the representative is. It can be any other representative; either a member of staff or a person appointed by the IEBC, but not an IEBC Commissioner."}
