{"id":83341,"url":"http://info.mzalendo.com/api/v0.1/hansard/entries/83341/?format=json","text_counter":329,"type":"speech","speaker_name":"Mr. Namwamba","speaker_title":"","speaker":{"id":108,"legal_name":"Ababu Tawfiq Pius Namwamba","slug":"ababu-namwamba"},"content":"Madam Temporary Deputy Chairlady, I beg to move that Clause 7 be amended- (a) by deleting Subclause 1 and substituting therefor the following new sub clause- 7.(1) A person is qualified for appointment as the Chairperson or a member of the Commission if such person- (a) is a citizen of Kenya; (b) is the holder of a degree from a recognized university; (a) has knowledge and experience and has had a distinguished career of not less than10 years in any of the following fields- i. law; ii. public administration; iii. economics; iv. human rights; or v. government;” (d) meets the requirements of Chapter Six of the Constitution (b) in sub clause (3) by deleting paragraph (a) and substituting therefor the following new paragraph- (a) is a State officer, other than a member of a Commission or the holder of an independent office to which Chapter 15 of the Constitution applies."}
