If you look at the Schedule, particularly No.28, it asks: Have you ever been charged with a criminal offence in a court of law? So, it does not matter what we are doing today; if you were acquitted, it now becomes part of a record whereas my understanding of jurisprudence has been, it is a conviction which forms part of the record. I think it is really very sad that we are introducing this thing to our new dispensation."}
