That is debatable because we must define what a city is if you want it to have 250,000 residents. The current Act stipulates that for you to enjoy a city status, the minimum population residing in that area must be 500,000. But the Senate, in its wisdom, has reduced it to 250,000 while that of a market is at least 2,000 residents."}
