My thinking was that it would send a negative signal to the economy. However, I want to put it clearly that if the 8 per cent tax is implemented properly, even transporters and matatu operators must understand that the 8 per cent VAT on petroleum products is not effectively 8 per cent because if you go down, you will find that Excise Duty is removed as you calculate the 8 per cent."}
