The accidents you have stated are factual. There is no hon. Member who has said something which is not factual. It is true that accidents are happening, but the Ministry is frustrated because it has enacted the laws which are supposed to be followed. If these particular laws are followed, accidents will not happen. The frustration is so serious. The Ministry cannot enforce the law itself. It can only persuade a counterpart to do what is supposed to be done. If that does not happen, then there is nothing much that can happen."}
