The letter states as follows: “The nature of complaint is not criminal and Fred Odhiambo should not be charged with abuse of office offence. The Postal Corporation of Kenya should deal with the matter internally”. Dealing with a matter internally means that it is treated as an administrative issue. That is what we did as a Ministry.
