I have been keenly listening to the way we ask Questions in this House. Hon. Speaker, I just want to find out from you, with your permission, if there is any logic for a Member who sits in a Committee that oversees a certain Cabinet Secretary to ask him or her, a Question. I do not know whether I am making sense. For example, I am a Member of the Departmental Committee of Environment and Natural Resources or Departmental Committee on Agriculture and Livestock, then, I ask a Question as a Member of this House yet, I have an opportunity to meet the Cabinet Secretary in charge of Agriculture in many other forums."}
