It has to be ratified by a country, in this instance, Kenya. It is a small amendment but very critical. It is quite straight forward; just to bring in the Senate on board as part and parcel of a process and legitimize Article 2(6) of the Constitution, which clearly says that Parliament – not the National Assembly - will give effect. Parliament includes the National Assembly and the Senate."}
