All we need is allocation of resources for them to be operationalised. I mentioned Tana River and Wei Wei. I have seen the Minister for Regional Development Authorities, hon. Fred Gumo, on very many occasions asking for funds so that he can operationalise some of these irrigation schemes. I wanted the Deputy Prime Minister and Minister for Local Government to clarify why we would be thinking of running away from rain-fed agriculture by creating new irrigation schemes when we are not utilizing what we have now."}
