In terms of the issues that arise out of the proceedings we had this morning, I think the Chair, together with the small committee, should sit with a technical committee from the Clerk’s office to bring out the issues because even looking at the documentation, I was very worried that a document that is binding the Kenyan Government or the county governments on the face of it, was not a proper document that can be admissible before anybody. At the back of the Constitution normally there is what we call the public seal. That public seal serves a purpose.
