I know that this amendment is very unpopular but I support it. To make the Government or any contracting authority to know the seriousness of what they are contracting, one has to be given a provision that gives the limit of when to pay. The National Treasury is a factor here. Contracts are signed and you do the work using your own money, you complete it and then you get into other expenses which were not in the contract."}
