This is the first time I have seen an oversight committee like PAC and PIC doing a report on a feasibility study. What is before that committee is a feasibility study on whether a Government project is viable or not. I do not know how you can come up with a report on a feasibility study. The issue here is that the Committee has instructed the Auditor-General to come up with a report. Is the report on policy? What is the Auditor-General supposed to do? Is he supposed to do a fishing expedition in the Ministry of Transport, Infrastructure, Housing and Urban Development? They are saying that a transaction adviser was hired and paid Kshs150 million or 10 per cent of that. That money can only be audited by the Auditor-General when it has been spent. There is no money that has been fully spent by now. There is a North Eastern Parliamentary Group meeting going on here."}
