For example, we have witnessed a scenario where Kshs64 billion is set aside to construct two dams with a target audience or beneficiaries numbering 100,000. A budget of Kshs64 billion is set aside for dams yet I have not seen a multi-billion shilling project in Homa Bay County with a population of 1.4 million people. Those are imbalances that perpetuate a sense and feeling of exclusion from the centre and the national cake. The same thing is happening in the counties."}
