On the decision as to which wards are marginalised and which ones are not, I would be urging the Committee to consider equipping county assemblies with a criteria or capacity to determine marginalisation within counties. Alternatively, they should equip them to be able to interrogate the list of marginalised villages coming from the Commission, with a view to amending where necessary. This is because it will be wrong to leave that decision with a Commission sitting in Nairobi City, whereas the real implementation of the projects and the decisions of what projects should be done rests within the wards."}
