Therefore, why is it a requirement that when you want to speak, you are required to declare that interest? It is so that everybody knows that this person either has a lot of information or is likely to speak in a manner that is supposed to show some kind of interest that he has. But, personal interest is difficult to define here. We need to know what this personal interest is."}
