If he is in the decision-making, he is likely to be biased, unfair or skewed. I do not see any problem for him to tell the Committee that he is appearing before it not as its Member but as the Secretary-General in the witness box and make a presentation so that in case of any question, he will clarify it. I do not see any problem with that so long as full disclosure has been given."}
