A sum of Kshs297 million is enough money to build almost 250 Early Childhood Development Education (ECDE) classes in Kakamega. Therefore, as the representative of the people of Kakamega, I cannot sit in this House and pass a Bill that will disadvantage Kakamega County to a tune of Kshs297 million. Mr. Deputy Speaker, Sir, I stand to oppose this Bill with the sole reason that we must define the role of the Senate in the administration of this country. The other day, I saw Members of the National Assembly seated in a luxurious hotel in Mombasa trying to demean the role of the Senate. We want to hold them by their balls and show them that we have a role in decision making---"}
