We know very well that the non-local teachers withdrew from Northern Kenya, specifically the former North Eastern Province (NEP) because of incidents of Al-Shabaab attacks. The locals had to come up with a way of making sure they fill the gap by urging their own, who have at least even a mean grade of D+, to enroll in these colleges. This was an affirmative action."}
