This Bill recognizes that even a person who is considered to be mentally ill has a right to representation, information; has civil and economic rights; and, has legal capacity to enter into some form of contractual relationships or dealings. We are just ensuring that this category of people - and I think they can be recognized as people who are either a minority or a group that is discriminated - ought to be offered all the rights that are in the Constitution."}
