The amendment shows that the place has to be gazetted by the Cabinet Secretary (CS), and so it will be a definite place that will be gazetted. So, a definite place will be gazetted. It is also in the spirit of decentralisation of services and decongesting of Nairobi City. Accreditation is a very unique service and probably Kenya will be the second in Africa. So, I believe an ideal place should be accessible to enable this important service to be offered. So, this will be a specific service, and anytime, a person can access it depending on where the CS gazettes."}
