If we want to rehabilitate most of our young people who are in prisons and to reduce congestion in our prisons, we have to find a way of giving them a certificate of good conduct once they are out of prison. Some of them are not quite reformed. However, we should have a system where they can get a conditional certificate of good conduct or something else. If we deny them these certificates, we will create more criminals. Mr. Speaker, Sir, I beg the Committee which will look into this matter to delve deeper into causes---"}
