Senators, I listened to the points which were raised by Sen. Mutula Kilonzo Jnr. and I have personally reflected on this matter. I have come to the conclusion that this matter - especially on the first prayer which is lack of death certificates for the victims of the crash - does not fall under the mandate of the Committee on National Security, Defence and Foreign Relations. The reason is that in a situation where a person dies and the body cannot be found so that a medical doctor is able to give a death certificate, the procedure in law is that administrators of the estate of the deceased must file in court for a declaration of presumption of death before a death certificate can be issued.
