Members to the provisions of Standing Order No.47(3), which provides that if the Speaker is of the opinion that any proposed Motion is contrary to the Constitution, without expressly proposing appropriate amendment of the Constitution, the Speaker may direct either that the Motion is inadmissible or notice of it cannot be given without such alterations as the Speaker may approve."}
