You can access it because you are okay or as a disabled person, because the disabled nature of your body is enabled. As we have always said, there is nothing called disability; people are enabled differently. We need to start recognizing that. As a country, we must start looking at how we enable the different categories of youth to access education and training as per Article 55 (1) (c) of the Constitution. Therefore, this is a very important Bill. We have had very wide consultations on this. As you have heard from Sen. (Dr.) Musuruve, we have talked to a number of experts; the main guru of this Bill being Prof. Ndurumo."}
