In this case, we have a chair and seven commissioners. The Report does not render an explanation why we are one short of the number required by the Act. The reasons why it is a chair and eight commissioners is because it is never a good principle to have an even number in a commission. There is likely to be a stalemate. Unless the Report tells us why we are one number short, I am unlikely and unable to support it."}
