Orengo that former Speaker, hon. Ethuro, made three rulings on the issue of presidential memorandum. It is not possible for a presidential memorandum when it comes to Parliament, to be said it has been passed in the reverse if you do not achieve two-thirds. Under Article 115, a decision must be made which must be a positive decision, either to pass it by more than a half of the Members of Parliament in place or to defeat it by two-thirds. That ruling is available for circulation. I can circulate it in the social media platforms of the Senate but it is also available in my office and Senators can get a copy. That should be the future of the discussions on presidential memoranda."}
