He has just come back and has not even listened to what I have said and yet he is already leading a troop saying no. But what I know is that we do a programme-based budget at the moment. Why would we be concerned about Government taking a programme to another department to execute or implement it? Let it be implemented where the Executive feels it should be implemented and if there is crime committed, the Auditor-General will pick it up and bring it to the House; unless there is something that the Committee is not clear about. I can see that it is the Departmental Committee on Labour and Social Welfare which is so concerned, including Hon. Sankok, who has come to confront me here. Hon.
