Kitui County has a unique leadership, because the Speaker of the County Assembly in Kitui was a Minister in the national Government. He performed wonderfully when he was in the Cabinet. I know that as a matter of fact. Last but not least, Mr. Speaker, Sir, the former Provincial Commissioner (PC), Sen. Musila, is here. I do not know which title we should use for him in retirement; although politicians never retire. I do not know whether we should call him the PC, the Minister, The Senator, or Mheshimiwa, because he was also in the National Assembly. At one time, I was in the presence of the former President Moi with a member of the National Assembly who had lost in the elections. That member had once served as a Minister, and then he became a nominated councillor when he lost his seat in the National Assembly. When there was a function at Parliament, he went to President Moi and said, ―Mr. President, can you meet the Assistant Minister, Mheshimiwa Councillor Ocholla- Ogur?‖"}
