We were confronted with a situation where you find one county is building or buying a property, and when you go to the next one, the value is triple. There is the classic case of Kilifi County, where a certain mzungu built two identical houses on the same acreage on a creek. He sold one size to an individual at Kshs45 million and the other house to Kilifi County Government at Kshs300 million. Nobody did anything. It is obvious that this was a fraud and not a purchase."}
