After meeting the county governments, the national Treasury and the CoB, we have noted that there was a clear demonstration by some counties that they had paid amounts exceeding 51 per cent of the pending bills that were determined and found illegible by the Auditor-General. They had established internal verification mechanisms to verify the ineligible bills. Pending bills have been paid after the report of the Auditor-General was released between July, 2019, and 30th November, 2019."}
