I was serving as the Minister for Health during the Maputo Declaration. During the Abuja Declaration, I was serving as the Minister for Education. The percentages stated in the declaration were carefully thought about so that by 2020, this country should have attained a minimum universal healthcare delivery system. Some of the bottlenecks have been a clarity in the policy framework that would be put online on how the universal healthcare system should be achieved."}
