Standing Order 46 is very clear. It reads as follows: âIt shall be disorderly conduct for a Member to fail to ask or for a Minister to fail to answer a Question listed on the Order Paper without the leave of the Chair.â So, even if they were dining, there should have been a letter to your desk saying the Minister was dining with a particular Head of State. We are talking about courtesy to the House and to the Chair which this Government does not have; so does the Minister herself who is representing the Government."}
