While I fully agree that malaria is a major health challenge to Kenyans, especially to Kenyans under five, pregnant mothers and tourists who have less immunity and other immune-compromised individuals, it is not appropriate for us to duplicate efforts and, therefore, duplicate resources. I would have wished that the Mover of the Bill would have done a little bit of research on what already is in place so that it can be enhanced rather than duplicate services. This would make resources be spread thin and, therefore, ineffective."}
