Temporary Chairlady, I beg to move: THAT, Clause 26 of the Bill be amended – (a) by deleting sub-clause (1) and substituting therefor the following new sub-clause – (1) Every person with disability has the right to freedom of expression and opinion, including the freedom to seek, receive and impart information and ideas, and the right to access information on an equal basis with others, in a timely manner and without additional cost”; The electronic version of the Official Hansard Report is for informationpurposes only. The amendments create clarity on the right of access to information and communication technology services by persons with disability. Additionally, the amendment obligates the Communication Authority of Kenya, which is the regulator, to develop regulations of maintenance of low levels of risk to persons who have photo-sensitive epilepsy by television broadcasters."
