"content": "Thank you, Mr. Speaker, Sir, for the opportunity to ask this Question and welcome Mr. CS to the Senate. I beg to ask the following Question- (a) Could the Cabinet Secretary provide the Senate with a list of bilateral labour migration agreements and arrangements that Kenya has signed, particularly with the West Asian countries to protect Kenyan migrant workers? Do these agreements comply with the international labour laws and standards? (b) What monitoring and enforcement mechanisms have been established within these agreements to ensure that recruitment agencies and employers comply with the provisions related to fair wages, humane working conditions and access to legal recourse in cases of violation? (c) How many cases of passport confiscation involving Kenyan migrant workers have been reported from 2019 to date? What actions have been taken to penalise the violations and protect the affected workers? (d) Could the Cabinet Secretary provide a breakdown of reported cases of abuse against Kenyan migrant workers from 2019 to date, including the outcomes of investigations? Could he explain the Government's role in ensuring that victims have access to legal aid, shelter, and repatriation? Thank you, Mr. Speaker, Sir."
