The Chairman of the Departmental Committee on Finance and National Planning has asked me to clarify that there is no Finance Bill that has been approved by the Speaker to come before this House. Is that okay, Hon. Kimani? Anything else you are doing is not in question. What was publicised regarding a Finance Bill taxing trees, goats, cows and all manner of things is not accurate. (b) State the measures that have been put in place by the Ministry to ensure such discrimination is abolished? (c) Specify the legal provisions or Government policies that are being applied by the Ministry to justify such denial of HELB support to KMTC students? Thank you, Hon. Speaker."
