"content": "Thank you, Hon. Temporary Speaker, for protecting me. Professor Shaukat is a renowned scholar. He has a wealth of experience. He served as the Deputy Vice-Chancellor at Egerton University. He has been a research fellow and has worked extensively in this country. He is the founder and CEO of the National Commission for Science, Technology and Innovation (NACOSTI). He indicated that if this House approves him, he has a very clear plan on how to develop research and development in this country. He noted how much research can improve our country’s economy, create jobs and encourage innovation. Prof. Shaukat told us to allocate at least 2 per cent of our Gross Domestic Product (GDP) to research so as to develop youth innovation centres. Thank you, Hon. Temporary Speaker. I beg to move and ask Hon. Gisairo to second."
