The 22 per cent and the 10 per cent of the KeRRA money are so local that, as we proceed on recess, it is an issue that this House has decided requires an immediate solution. "content": "Cabinet Secretary, you have explained the mechanical way that Ksh10.6 billion was garnished by the courts. However, we are requesting that instead of allowing the overall RMLF funds to lie idle, given that the financial year ends in June 2025, the mathematics can be worked out to release the remaining 22 per cent and 10 per cent by 30th April 2025, as we continue mediating on the issue. This way, as we go home for recess next week, KeRRA roads can be worked on so that our people can enjoy. Rather than being mechanical in terms of executing that court case, let us be dynamic and regroup the money for use, should the worst come to pass by 30th June 2025. I assure you, Waziri, that no money can go to the counties without passing through this House. This is the only House that appropriates funds, and there is no court in Kenya that can pretend to allocate money to any agency or devolved units without passing through the National Assembly. What is agreed finally comes to this House. That is why, in the wisdom of this House, we decided to pass some additional allocation to counties, minus the RMLF. So, despite all these stories, unless it is earning interest, it must come to this House. Kindly, working on that dynamism, release the 22 per cent and the 10 per cent by next week so that we are able to work on our roads."
