            "content": " Number two, as we strive for independence of the county assemblies, we must also remind ourselves that we have not had kind words for governors. This is not out of malice. It is the reality on the ground. We have always said that if the governors are working well, let one of them stand up and say, ‘This is what I have done this year. I am competing with the National Government-Constituencies Development Fund (NG-CDF). Let NG-CDF show us what they have done, then I will show you what I have done, and I will win against NG-CDF’. While the NG-CDF is a paltry amount, counties have all these resources, yet they have nothing to show for it. Therefore, we will continue to be unkind to them because they are not being kind to Kenyans when they fail to apply the monies allocated to them by this House prudently and appropriately. Thirdly, the MCAs, who are the basic representation at the grassroots level, have been calling for the WDF. We have responded by saying that this could be addressed through local legislation in each county, but there may be an alternative avenue available. The Senate must review it again to determine the appropriate law that we should amend at the national level, ensuring that MCAs have a WDF that they can use to develop their wards. We are so lucky as the National Assembly to have the Parliamentary Service Commission. This takes care of the activities and operations of the National Assembly. Our county assemblies have not yet established all the institutions charged with the responsibility of oversight in the spirit of good governance."
