While I appreciate the understanding of the Chair over the absence of the Minister for Foreign Affairs and his Assistant Minister, surely, a Question cannot be deferred for the fourth time. I am not sure whether you would wish the Chair to be part of a deliberate conspiracy by the Ministry of Foreign Affairs not to give an answer to this Question, and others that will expose it for what it is."
