Temporary Deputy Chairman, one of the things that we need to understand about this Bill is that it is meant to make it easy for the special interest groups to access elective position. Looking at Article 100 of the Constitution, you cannot single out one category like persons with disabilities. What we are trying to do is to open this area so that the five criteria are covered. However, even when dealing with the minorities, you need to know that they also need to be facilitated. You may come across a minority that requires special communication mode. For example, they may not know languages and they would not be able to vote easily when they get into a polling station. We need to make sure that IEBC…"
