{"count":1608389,"next":"http://info.mzalendo.com/api/v0.1/hansard/entries/?format=json&page=139917","previous":"http://info.mzalendo.com/api/v0.1/hansard/entries/?format=json&page=139915","results":[{"id":1415571,"url":"http://info.mzalendo.com/api/v0.1/hansard/entries/1415571/?format=json","text_counter":316,"type":"heading","speaker_name":"","speaker_title":"","speaker":null,"content":"MOTION"},{"id":1415572,"url":"http://info.mzalendo.com/api/v0.1/hansard/entries/1415572/?format=json","text_counter":317,"type":"heading","speaker_name":"","speaker_title":"","speaker":null,"content":"PROVIDING A SAFETY NET FOR CAREGIVERS OF PERSONS WITH SEVERE DISABILITIES"},{"id":1415573,"url":"http://info.mzalendo.com/api/v0.1/hansard/entries/1415573/?format=json","text_counter":318,"type":"other","speaker_name":"","speaker_title":"","speaker":null,"content":"THAT, aware that, Article 21(3) of the Constitution provides that all State organs have the duty to address the needs of vulnerable groups within the society; further aware that the Persons With Severe Disabilities Cash Transfer (PWSD- CT) programme is one of the four cash transfer programmes that are implemented by the Government as part of the overall social protection interventions; noting that caregivers undertaking the immense responsibility of providing daily care and assistance to persons with severe disabilities (PWSD) are often-times the immediate family members of the PWSD; concerned that, this causes a disproportionate burden on those families as persons who would otherwise be engaged in gainful employment or other activities to provide for the families are limited by those immense responsibilities; further concerned that, this loss of income opportunities and resources exacerbates the challenges that are faced by those families; cognisant that, the Government ought to take action to recognise the invaluable contributions of caregivers and support them in caring for individuals with severe disabilities; now, therefore, this House resolves that the Government, through the Ministry of Labour and Social Protection, recognises primary caregivers of persons with severe disabilities (PWSD) as a distinct category requiring social protection and support and, further, develops and implements a cash transfer programme for those primary caregivers."},{"id":1415574,"url":"http://info.mzalendo.com/api/v0.1/hansard/entries/1415574/?format=json","text_counter":319,"type":"scene","speaker_name":"","speaker_title":"","speaker":null,"content":"(Moved by Hon.
