One of the problems we have been facing as a country is a situation where we converted all our middle level institutions into universities and we lost the middle-level cadre in terms of skills. So even as we do this, I wish that it is done in a very cautious way to avoid going back to where we have come from, where we converted our middle level institutions to universities. We can see where we are in terms of middle level skills. I submit, Hon.
